The error is rarely duty. It is volume. A litter box is the worst kind of import cargo: light, bulky, and impossible to nest, so a 40-foot high cube swallows 600 units and stops — at 75% of its cubic capacity and 4% of its weight limit. Freight per unit is then fixed by geometry, not by price, which is why a $3.92 box and an $8 box pay the same $4.67 to cross the Pacific.
$10.14 per unit, on a 600-unit container at $2,800 ocean freight — the honest cat litter box landed cost from china per unit for this SKU. Here is the whole build-up, with nothing buried in "logistics".
The container is a 40HQ: 12.03 × 2.35 × 2.70 m internally, 76.4 m³ nominal. A standard hooded box packs one per carton at 60 × 40 × 40 cm, and those cartons floor-load 20 along the length, 5 across, 6 high — 600 cartons, 57.6 m³ used. The remaining 19 m³ is geometry: a 3 cm strip at the doors, a 35 cm strip down one side, and 30 cm of headroom above the last layer. That 35 cm is the most expensive gap in the shipment.
| Cost line | Per unit | Per 40HQ | Basis |
| FOB goods | $3.92 | $2,352 | 600 units, ex-factory Ningbo |
| Ocean freight | $4.67 | $2,800 | 40HQ, China–USWC, 2026 spot |
| Duty, 10.9% | $0.43 | $258 | 3.4% MFN + 7.5% Section 301 on FOB value |
| MPF 0.3464% | $0.014 | $8 | Subject to per-entry minimum and maximum |
| HMF 0.125% | $0.005 | $3 | Ocean cargo only |
| Drayage, terminal, chassis | $0.75 | $450 | LA/LB to inland 3PL |
| Receiving and 60 days storage | $0.35 | $210 | $0.35 per unit per 60 days |
| Landed, in warehouse | $10.14 | $6,081 | 2.59× FOB |
Three things follow from that table, and none of them is intuitive.
Freight is 85% of the FOB value. On a $12 box, the same $4.67 is 39%. Cheap bulky goods are therefore punished twice — once by a thin margin, once by a freight line that refuses to shrink with the price.
The container is volume-limited, never weight-limited. 600 boxes weigh 960 kg against a 26-tonne payload. Every kilogram of packaging you remove buys nothing; 2 cm off the carton height fits a seventh layer, and the same container takes 700 units.
And the per-unit freight is a hard function of the carton, not the supplier. Change the carton from 60 × 40 × 40 to 62 × 42 × 42 and 20 cartons along the length become 19 — 570 units at the same freight, for 5 cm of padding nobody asked for. COLOSI publishes the carton dimensions with the quote for this reason — an OEM buyer comparing FOB prices across three suppliers is usually comparing cartons.
The 1 cm that changes the container. Interior width is 235 cm. Five 40 cm cartons use 200 cm and leave 35 cm that no rearrangement recovers. Six cartons need 6 × 39 = 234 cm, which fits. Trim the carton from 60 × 40 × 40 to 60 × 39 × 40 and the same 40HQ carries 720 units at 88% cubic fill, dropping freight from $4.67 to $3.89 per unit and landed cost from $10.14 to $9.22. The box does not change. Only the carton does — and only if the factory cuts it to the container rather than to the product. COLOSI runs carton trials against a 40HQ template before a first order, because this is cheaper to fix on paper than in a loading bay.
✅ Bottom line: at 600 units per 40HQ, freight adds $4.67 to a $3.92 box, so landed cost is 2.59× FOB and the carton matters as much as the price.
Most importers budget 25% Section 301 on plastic household goods. The correct figure for a litter box is 7.5%. The difference is $576 per container, and it is the one line where a five-minute check pays better than any negotiation.
The classification is 3924.90.5650 — tableware, kitchenware, other household articles of plastics, other. The Column 1 General rate is 3.4%. Section 301 does not apply at a single flat rate across Chapter 39: 3924.90.56 routes to List 4A under Chapter 99 heading 9903.88.15, which carries an additional 7.5%. CBP ruling N335315 confirms that 9903.88.15 must be reported on the same entry as 3924.90.5650. So the HTS 3924.90 duty rate plastic household article china total is 10.9%, not 28.4%.
If you carried 25% in your model, you over-reserved $0.69 per unit — $576 on the container. That is not a rounding error on a 12% net margin; it is most of the margin.
Two caveats belong in the same paragraph. The first: the Section 301 List 4A rate is under a second four-year review opened in May 2026, so confirm the active Chapter 99 heading and entry date before you sign a purchase order, because a landed-cost model is only valid for the entry date it assumes. The second: customs value is the FOB transaction value, excluding international freight and insurance. Sanmen Dexin Machinery Co., Ltd. files every shipment under 3924.90.5650, so the classification is settled before the broker sees it. Duty is charged on $3.92, not on $10.14. Importers who apply the rate to landed cost overpay 159% of the correct duty.
That answers how much does it cost to import cat litter boxes in one line: $10.14 per unit landed for a $3.92 box, or roughly $6,100 to put a full 40HQ in a warehouse — of which $2,800 is freight and $258 is duty.
✅ Bottom line: 3.4% plus List 4A at 7.5% gives 10.9%, not the 25% quoted everywhere — a $576-per-container correction on a line most buyers never re-check.
Q: Is duty charged on the freight too? A: No. US customs value is transaction value on an FOB basis, so international freight and insurance are excluded. The HTS 3924.90 duty rate plastic household article china line is assessed on that FOB value, so duty on a $3.92 box is $0.43; apply 10.9% to the $10.14 landed figure and you pay $1.10, handing back $0.67 per unit for nothing.
Q: LCL or a full container for a first order? A: LCL runs about $95 per cubic metre; a 40HQ at $2,800 across 57.6 usable m³ is $48.60. The two cross at roughly 29 m³ — below that, LCL is cheaper despite the handling; above it, book the container and fill it. A first order of 300 boxes is 28.8 m³, right on the line, and the **cat litter box landed cost from china per unit** swings $0.78 between the two cartons.
Q: What does the timeline look like from PO to shelf? A: 25–35 days production for a repeat custom order, 30–35 days ocean to USWC, 5–7 days port and drayage, then 3PL receipt. Budget 10 weeks door to door, and add three weeks if tooling and first-article approval are still ahead of you.
If you are still answering how much does it cost to import cat litter boxes from a price list, send the carton dimensions instead. COLOSI returns the landed-cost sheet with the carton that maximizes units per 40HQ — free, and before any wholesale discussion. Sanmen Dexin Machinery Co., Ltd. molds in Taizhou and ships from Ningbo, so the carton dimensions on the quote are the ones that will actually load — and COLOSI will load-test the pattern in a 40HQ template before quoting freight. Ask for the landed model on your next OEM program and compare it against the 2.59× multiplier above.
